  • Specifications Development: Principles of clarity, completeness, and non-ambiguity
  • Differentiating between prescriptive, performance-based, and functional specifications

DAY 2

Tendering Process Management

  • Determining the sourcing strategy and the appropriate tendering method (RFP, RFQ, ITB)
  • Developing the Tender Document (RFP/ITT): Structure, legal terms, and commercial requirements
  • Managing the pre-qualification and shortlisting of bidders
  • Procedures for issuing tenders, managing bidder inquiries, and issuing addendums
  • Ensuring process transparency and compliance

 

DAY 3

Bid Evaluation and Contract Award

  • Establishing the comprehensive Bid Evaluation Criteria and scoring model
  • Technical vs. Commercial evaluation and normalization techniques
  • Conducting financial and risk analysis of bidders
  • Managing post-tender clarification and negotiation strategies
  • Formal procedures for Contract Award and documentation

 

DAY 4

Contract Management and Administration

  • Establishing the Contract Administration system and defining key roles
  • Contract Administration: Monitoring contractor performance against the Specification
  • Managing the formal Change Control process and contract variations
  • Payment certification, invoicing, and financial management
  • Quality assurance, defect notification, and non-conformance management

 

DAY 5

Risk, Claims, and Contract Closeout

  • Identifying and mitigating risks arising from the Specification and the Contract
  • Proactive management of claims for delay, disruption, and additional cost
  • Formal procedures for contract suspension, termination, and dispute resolution
  • Final acceptance, contract closeout, and handover of documentation
